Abstract:
This data set contains BOEM Planning Area outlines in ESRI
shapefile format for the BOEM Gulf of Mexico Region. The old Gulf of Mexico
Planning Area outlines were changed as of 2008. The divisions between these new
Planning Areas for the Eastern, Central, and Western Gulf of Mexico are based
on the OCS Administrative Boundaries between TX and LA and FL and AL. Except
for a portion of the line between the Eastern and Central Planning Area the
boundaries follow the block grid, depending on whether the block is mostly on
one side of the Administrative Boundary, or the other. Legal definitions for

The Straits of Florida Planning Area (Atlantic Region) is essentially
unchanged. The Submerged Lands Act (Fed/State) boundary, along with the
Continental Shelf Boundary (CSB), the Limit of Protraction, and the boundary
between the Atlantic and Gulf of Mexico Regions were used to complete the
polygons for the Planning Areas. Because GIS projection and topology functions
can change or generalize coordinates, and because shapefiles cannot represent
true arcs, these GIS files are considered to be approximate and are NOT an
OFFICIAL record for the exact block coordinates or areas. The Official
Protraction Diagrams (OPDs) and Supplemental Official Block Diagrams (SOBDs)
serve as the legal definition for BOEM offshore boundary coordinates and area
descriptions. If any discrepancies are found between these shapefiles and the
OPDs and SOBDs, it is the OPD and SOBD diagrams which take precedence. Also
note that the BOEM cadastre is developed on a UTM projection, and most Planning
Areas span multiple UTM ZONES. This means that area values computed from these
shapefiles will not match the official BOEM areas. See the GOM_SUBBLK.SHP file
which includes in its attribute table, the TIMS computed areas for each block
or sub block.
Purpose: These Planning Area polygons and other cadastre information
the BOEM produces are generated in accordance with 30 Code of Federal
Regulations (CFR) 256.8 to support Federal land ownership and mineral resource

Planning areas are used to support the 5-Year Oil and Gas Program consisting of
a schedule of oil and gas lease sales indicating the size, timing and location
of proposed leasing activity the Secretary of Interior determines will best
meet national energy needs for the five year period following its approval. An
area must be included in the current 5-Year Program in order to be offered for
leasing. Section 18 of the OCS Lands Act prescribes the major steps involved in
developing a 5-Year Program including extensive public comment steps. A 5-Year
Program balances energy needs and environmental considerations in accordance
with 30 Code of Federal Regulations (CFR) 256.8 to support Federal land
ownership and mineral resource management.

Coordinates values have been computed to .00000001 of a
degree, but this shapefile is considered to be approximate. Where differences
occur between the shapefile and the OPD and SOBD diagrams, the diagrams take
precedence. This shapefile was created by extracting the X-Y UTM coordinates
from the TIMS database. In order to create this Regional shapefile, which spans
multiple UTM zones, all coordinates were re-projected to a single UTM zone
(Zone 16). This file was then re-projected to geographic for distribution
purposes. This resulted in some distortion (up to 0.009 meters) at the far East and West edges of the shapefile.

The planning areas were manually coded in the database for
individual blocks, depending upon which side of the selected Administrative
Boundary line that the block fell on. In-house programs were then used to
create a block-polys ArcINFO coverage, ArcGIS was
then used to convert to a shapefile (GOM_SUBBLK.SHP) and that coverage was
"dissolved" to leave just the Planning Area polygons.
